Look Into DigitalOcean Premium Performance Issues
I had migrated to DigitalOcean Premium via Cloudways a number of months ago and experienced numerous periods of very noticeable site slowness where pages may have taken up to 10 seconds to load. I used to be on a Vultr HF server and never had this kind of issue, despite the fact that the Vultr server is farther away geographically.
I just migrated my applications back to Vultr HF and the slowness immediately went away. So, it's looking like DO was the problem.
I suggest you look into issues with the DigitalOcean service.

You should also check your network speed and page load, this may be because the device you are using is slow even though the Vultr server is geographically farther away.
